    The stated objectives of the Code of Conduct include “promoting confidence in Collecting Societies and the effective administration of copyright”. It is the view of Universities Australia that this objective will not be achieved until the regulatory regime governing collecting societies is reformed to impose effective oversight of the activities of these bodies. Asking whether declared statutory collecting societies, which operate with monopoly status, have complied with their own, non-mandatory Code of Conduct, does not create a framework of ensuring accountability. Rather, it asks whether they played by their own rules or not.<\/p>\n

    In its 2017 提交 to the Government’s review of the Code of Conduct for 版权 Collecting Societies, Universities Australia raised concerns regarding the lack of actual oversight of declared collecting societies. There is an absence of an effective check on the ability of these organisations \u2013 版权 Agency in particular \u2013 to exploit their monopoly positions to engage in what amounts to \u2018rent seeking\u2019 from publicly funded entities. Events since 2017, including 版权 Tribunal proceedings initiated by 版权 Agency against the university sector, have only heightened those concerns, and Universities Australia will continue to advocate for appropriate reform.<\/p>\n

    We do not consider that the existing regulatory regime, including the voluntary Code of Conduct, is capable of ensuring the requisite degree of accountability, 透明度 and fair conduct on the part of declared collecting societies. Nevertheless, we use this opportunity to highlight the following ways in which 版权 Agency has, in our view, failed to fully comply with both the letter and the spirit of the Code of Conduct in the 12 months to 30 June 2021.<\/p>\n

    • Failure to adopt fair and reasonable policies, procedures and conduct in connection with the setting of licence fees;<\/li>\n
    • Failure to ensure that its dealings with licensees are transparent; and<\/li>\n

    The figures for 2020 are now available. Universities Australia\u2019s 39 members collectively lost at least $1.8 billion in revenue compared to 2019. When assessed against universities\u2019 pre-pandemic budgeted revenue for 2020, this loss increases to more than $3 billion \u2013 consistent with Universities Australia\u2019s estimates made in April last year. More than 17,300 jobs have been lost on campuses.<\/p>\n

    Revenue losses will mount year on year. Universities Australia estimates that in 2021 university revenue will decline by a further $2 billion. Unfortunately, it is probable we will see further jobs losses.<\/p>\n

    All of Australia\u2019s universities conduct research. This is a defining feature of our world-class system. The nation\u2019s capacity to undertake R&D is under threat in the face of continued revenue decline.<\/p>\n

    Universities welcome the Government\u2019s recognition of the need for emergency assistance, delivered in last year\u2019s Budget. The Government should consider continuing this stabilisation funding for university research. Universities also look forward to further discussion on long-term, sustainable investment in university research.<\/p>\n

    In a time of economic disruption and challenge, innovation and productivity become even more crucial to maintaining Australia\u2019s competitiveness and economic wealth. Research creates the new ideas that fuel new processes, industries, products, services and jobs. This work is essential to national recovery, continuing prosperity and to our sovereign capability.<\/p>\n

    There is a great deal at stake. COVID-19 has demonstrated the breadth and depth of university expertise – medical researchers, epidemiologists, public health experts, economists, social scientists and others have all contributed to Australia\u2019s effective response to the pandemic.<\/p>\n

    As Australia experienced its first recession in nearly 30 years, the Government recognised universities\u2019 key role in educating the nation, retraining and upskilling citizens for new jobs. Universities look forward to continuing to work with Government and industry to enhance the nation\u2019s skills, resilience and bottom line.<\/p>\n

    Australia\u2019s international education business is the nation\u2019s fourth biggest export industry, worth $40 billion to the nation in 2019. $23 billion of those earnings were injected into the wider economy through international students\u2019 spending on goods and services.<\/p>\n

    Just as importantly, international education is vital to Australia\u2019s connections with other countries in our region. Hundreds of thousands of graduates return from their time in Australia with knowledge and skills to benefit their home countries. These informal ambassadors for Australia are an unrivalled element of \u2018soft power\u2019 and forge enduring relationships with our neighbours.<\/p>\n

    This 提交 proposes 12 targeted initiatives to support and strengthen universities\u2019 contribution to Australia\u2019s future global success. These will pay dividends for the nation in both the short and longer term. Failure to invest in innovation and skills will put Australia\u2019s post COVID-19 economic recovery at risk.<\/p>\n"}]'>

    Universities are vital national infrastructure. They play a fundamental role in the economic and social wellbeing of the nation, through the production of skilled graduates who provide critical skills to the labour market and wider community; through research that brings new knowledge to drive productivity; and through their community outreach, leadership and service that makes Australia a better place to live.<\/p>\n

    Australia\u2019s universities are stewards of a wealth of expertise and knowledge that can be deployed on behalf of the nation. 大学 research produces knowledge and innovation that will address the pandemic and its impact. Australia will need more skilled graduates to drive economic recovery.<\/p>\n

    Universities Australia acknowledges the Government\u2019s decision to alter the legislation before it was introduced to Parliament in order to protect funding for student places, through a floor on the \u2018maximum basic grant amount\u2019 that the Education Minister can set. We also acknowledge the inclusion of the Transition Fund in the Bill.<\/p>\n

    The package \u2013 and the legislation to enact it \u2013 is complicated and the changes proposed are profound. The sector has now had the opportunity to scrutinise the legislation in more detail and to discuss its many implications. Universities Australia has some further proposals to make for amendments to enshrine key aspects of the package in legislation and to improve particular elements of the Bill.<\/p>\n

    Universities Australia welcomes the Government\u2019s commitment through the Job-ready Graduates (JRG) package to providing additional university places to meet increasing demand for higher education. Demographic growth in the youth population, plus the effects of the first recession Australia has experienced in nearly 30 years, mean that many more people \u2013 both school leavers and others \u2013 will want to study in coming years. To equip Australians with the skills needed to drive recovery and to thrive in the economy of the future, more university places are urgently needed.<\/p>\n

    We note, however, that Government is not making available any additional resourcing to support these additional places. Indeed, total funding for teaching will fall \u2013 by 5.8 per cent per place on average. To give more Australians the opportunity to get a degree, universities will have to teach more students for \u2013 at best \u2013 the same amount of funding. Further, this obligation to do more with less will arise in a context of significant \u2013 in some cases severe \u2013 reductions in universities\u2019 revenues.<\/p>\n

    Reductions in funding for student places under JRG are hardwired into legislation. The money diverted by these measures has a number of intended uses, including to fund additional places; indexation of funding; two new funds to support industry engagement and equity and access; and a \u2018Transition Fund\u2019 to help universities disadvantaged by the package in the first three years of implementation.<\/p>\n

    Universities Australia notes that while funding reductions are all to be legislated, repurposing of the money is not. While we welcome the policy intent of the package, we remain concerned that failure to protect key elements in legislation puts the policy objectives at risk, avoids Parliamentary oversight of higher education funding and will leave higher education vulnerable to ad hoc budget cuts in the medium term.<\/p>\n

    Universities Australia seeks further assurance on the future funding of key elements of the JRG package, through their inclusion in the legislation or at least through timely publication of the relevant changes to delegated legislation such as the Commonwealth Grant Scheme Guidelines and the Other Grants Guidelines.<\/p>\n"}]'>

    Australia\u2019s universities are stewards of a vast wealth of expertise and knowledge that can be deployed on behalf of the nation. In a year filled with uncertainty and hardship, universities are working hard to make sure the future for Australians is bright. Universities are creating the knowledge that will make us safe. Australia\u2019s universities are making sure that the economy will continue to have the skilled graduates it needs, to drive our economic recovery.<\/p>\n

    The pandemic has created significant challenges for Australia\u2019s universities. Physical distancing requirements have disrupted face-to-face teaching and on-site research activities, as well as curtailing the ability of universities to provide many community services. Border closures have prevented the normal flow of international students to and from Australia, interrupting their studies and presenting a substantial financial challenge for universities. At the same time, universities remain keenly aware of their role to respond to the challenges that the community faces, through vital research to beat COVID-19 and providing Australians with the knowledge and skills they will need to have the best chance of securing employment and wellbeing as Australia recovers from the economic effects of COVID-19.<\/p>\n

    The disruptive effects of the pandemic on international education will have impacts throughout the Australian economy. The reduction in revenue from international education will have a serious flow-on effect to the capacity of Australia\u2019s universities to conduct research and development on behalf of the nation. Universities conduct more than a third of all R&D in Australia, including 43 per cent of the nation\u2019s applied research and virtually all discovery research. More than half of this (56 per cent) is funded through university internal revenue sources. This substantial contribution to Australia\u2019s prosperity is at risk through the effects of the pandemic.<\/p>\n

    Universities Australia is also concerned about the effects of the pandemic on some of the most vulnerable in society. Psychology and social work students have been involved in providing mental health and social support via telehealth to people facing ongoing and COVID-19 specific challenges such as social isolation, job-loss and other issues. There is also concern for temporary visa holders (such as international students) who are unable to access Australian social security systems, and for whom returning to their countries of origin may not be feasible. Australia\u2019s universities are attempting to assist students and staff through hardship funds, but the resources available to assist those in need is limited.<\/p>\n

    Universities Australia encourages the Government to recognise the central role of universities in the COVID-19 response and recovery. If we integrate the invaluable human capital and knowledge that universities build into our response and recovery, we can create new opportunities for Australians to prosper. Australia has significant assets in intellectual capital and research infrastructure that we can use to speed up our recovery; assets that universities have built for the benefit of Australia. We look forward to working with Government to ensure the value of these assets are preserved through the pandemic, and will continue to assist Australia to reach its full potential.<\/p>\n"}]'>

    However, Universities Australia argues that a mature country such as Australia can and does support multiple priorities. Ensuring Australia has the infrastructure to enable quality research and education is amongst those priorities.<\/p>\n

    As an advanced nation we should be able to invest in both research infrastructure that helps us understand and address emergencies, as well as an emergency response fund. The world-leading research supported by EIF infrastructure includes work on climate change, natural disasters and human behaviour \u2014 all of which are vital to successful emergency responses. 大学 research can help Australia tackle the cause of natural disasters.<\/p>\n

    Closure of the Education Investment Fund (EIF) would abolish the last remaining program to fund the development and refurbishment of critical research and teaching infrastructure in the tertiary education sector.<\/p>\n

    Australia needs a long-term, strategic fund for investing in education and research. While ad hoc allocations have been welcome while the EIF has been frozen, they are not a reliable basis on which to build and maintain infrastructure for the world-class post-secondary system Australians deserve.<\/p>\n"}]'>

This 提交 has been developed in consultation with our Health Professions Education Standing Group (HPESG) which comprises senior university sector representatives from all health professional disciplines and jurisdictions (see Attachment A for further information).<\/p>\n

    Our specific focus is on the education and training of health professionals \u2013 nurses, doctors, dentists, pharmacists and allied health professionals \u2013 and the contribution they can make both as students and as qualified health professionals to enhancing the quality of care for older Australians. Universities play a major role in educating such health professionals. All universities deliver health professional education and most offer multiple courses. Such education relies on close interaction with health, aged-care and disability services, particularly for the clinical education (or placement) component.<\/p>\n

    Clinical placement experiences are mandatory in all pre-registration health professional courses. Where and how health professional students undertake such placements \u2013 and the quality of these experiences \u2013 provides notable benefits to clients and services. They can also have a profound effect on where students choose to practice once qualified. The service settings within which placements occur therefore play an important role in workforce distribution and can support workforce growth and skill development in needed areas such as aged-care. However, most clinical education continues to be in acute-care. Collaboration between universities and aged-care services can develop the learning environments in which placements and other skills development can occur. Any aged-care workforce formation must necessarily consider these aspects in developing its education and training pipelines. The challenges of developing such approaches and placements and proven ways to support them are outlined in the following responses.     The AQF is a useful guide to qualifications that sets out basic parameters for providers, students, employers and other stakeholders.<\/p>\n

    The AQF also plays an important part in higher education regulation. The Higher Education Threshold Standards include a requirement that the learning outcomes of all higher education qualifications must be consistent with the AQF level of the course. Due to the AQF\u2019s regulatory role, it is particularly important to avoid changes which may unintentionally restrict or hamper universities\u2019 responsiveness to changes in demand and changes in educational practice.<\/p>\n

    凯时真人网址 considers that the AQF is basically sound. We do not see a need for radical change to taxonomy (for example, changes to the number of levels or the addition of major new qualification types). We would not support major changes to the structure or contents of the framework.<\/p>\n

The Government\u2019s Quality Indicators in Learning and Teaching (QILT) website makes a range of information on universities\u2019 performance available to the public, underwriting 透明度 and informing student choice. The strong performance framework in higher education gets strong results.<\/div>\n
    \nIt is also important to note that performance funding systems, both domestically and around the world, are not always effective.<\/div>\n
    \nThe discussion paper appropriately includes material on the impact of performance funding on access and equity. 凯时真人网址 suggests that a recent report from La Trobe 大学 on the use of performance funding in equity measures would be a useful resource.<\/div>\n
    \nThe single most effective program to enhance performance in diversity, opportunity and success has been the demand-driven system (DDS), which ended with the Government\u2019s funding freeze in 2017.<\/div>\n

        At all three levels, allocation methods should include a clear and transparent process for universities to apply for additional places. This will enable institutions to respond to changes in demand and will make it less likely that a university can be \u2018locked out\u2019 of allocations.<\/p>\n

In any case, this concept \u2013 as expressed in the discussion paper \u2013 is somewhat unclear.         凯时真人网址 does not believe it is possible to set thresholds for \u2018minimum viable allocation\u2019 of places across the sector. The minimum number of places needed to maintain the viability of programs will differ by level of education, by field and by institution.<\/p>\n

        凯时真人网址 welcomes the partial reallocation of places proposed in the discussion paper. A reallocation of this kind will enable meaningful effort to align demand and supply, without the very significant disruption and uncertainty that would necessarily be involved in reallocating all designated CSPs. A periodic partial reallocation will also enable Government to fine tune the process and respond to unexpected development and unintended effects. The paper\u2019s proposal to reallocate a 5 per cent share of commencing places seems reasonable.<\/p>\n

      Australia\u2019s research and development capability is principally distributed across the business, higher education and government sectors, with an innovation pipeline from pure basic research through to commercialisation and deployment. Despite its fundamental importance to Australia\u2019s economic and social wellbeing, our level of investment in R&D lags international peers. The higher education sector remains the backbone of Australia\u2019s research effort, exercising stewardship over our research capability, but a greater R&D effort across the whole economy is necessary to ensure prosperity.<\/p>\n

      Australian university research is highly regarded around the world, demonstrating the commitment of Australia\u2019s universities and researchers to excellence and innovation. Their work changes lives for the better \u2013 pioneering Australian discoveries can be seen directly in products like the cervical cancer vaccine and the bionic ear, or indirectly as contributions to advances across many fields. Although discoveries in the sciences and technical fields often gain the most attention, it is important to understand that these discoveries are complemented by advances in the humanities, arts and social sciences, which help us understand (and capitalise on) the complexity of human society.<\/p>\n

      Australia\u2019s research funding system is complex, with many interconnected actors and policies. The Commonwealth financially supports approximately one-third of Australia\u2019s $31 billion science, research and innovation effort, through more than 160 separate programs. There have been a multitude of reviews and inquiries over the past two decades into Australian research and innovation funding, leading to numerous changes. Currently, the Australian research funding system is undergoing significant change, with the outcomes of five separate reviews being implemented. Very careful consideration should be given to whether further changes at this time would be in the interests of, or breed confidence in, Australia\u2019s overall research and innovation system.<\/p>\n

      Rather than focussing on specific elements of the current system, Universities Australia outlines a set of principles that should be at the heart of research funding mechanisms. These relate to:<\/p>\n

      • the importance of long-term planning and patient investment;<\/li>\n
      • the centrality of investigator-driven research to future innovation;<\/li>\n
      • the need for funding mechanisms to promote excellence and integrity;<\/li>\n

      1. Broad feedback from the sector has indicated that the Defence Export Controls (DEC) team is well respected for providing high-quality, timely advice. The level of service provided is appreciated and valued. This includes the workshops and training offered by DEC.<\/li>\n
      2. Feedback previously provided by the DEC team to the sector noted that universities are proactively complying with their obligations under the Act, and that the majority of inquiries to DEC fall significantly short of thresholds that trigger the requirement to hold a permit under the Act. Through the process of the Review, there may be an opportunity to reduce the number of unnecessary inquiries to DEC, prompted by the caution of researchers to ensure they are working within the boundaries of the Act, through further clarification of definitions (particularly those relating to the stage of development of a technology) and ensuring publicly available guidance is as clear as possible.<\/li>\n<\/ol>\n

        We note that the university sector engaged constructively with the Department of Defence to address significant issues in the original Act; this work led to the introduction of the Defence Trade Controls Amendment Bill 2015.<\/p>\n

        Should significant change be considered as a result of your review, we would appreciate the opportunity to again work with the Department to analyse impacts, and work towards an optimal regulatory system.<\/p>\n

In our 提交 to the Code of Conduct Review, we raised concerns about the lack of 透明度 around collecting societies\u2019 use of statutory funds – including roll over funds – as well as a lack of 透明度 around the beneficiaries of the payments made by education sector licensees. The Draft Report includes a number of recommendations, in particular draft recommendations 4 to 10, that would go some way towards addressing these concerns.<\/p>\n

      凯时真人网址\u2019s preferred position is for these obligations to be contained in mandatory guidelines, on the basis that it should not be a matter for declared collecting societies to determine what standards of 透明度 should apply to their operations. Nevertheless, as a positive first step, 凯时真人网址 supports the recommendations for amendments to the voluntary Code of Conduct to deal with 透明度 concerns.<\/p>\n

      Improving 透明度 in the ways recommended in the Draft Report is important to reforming the governance arrangements that apply to collecting societies. We wish to stress however, that the changes proposed do not address the other concerns raised by 凯时真人网址 in the course of this review. We are still of the view that the degree of discretion afforded the declared collecting societies regarding how statutory funds will be used, is too high; and the level of effective oversight of the operations of declared collecting societies, too low. While we appreciate these issues may fall outside the scope of the current review, we urge the Bureau to include a recommendation in its final report for a holistic review of the governance arrangements applying to declared collecting societies.<\/p>\n"}]'>

      The 2018\u201319 Budget affords a powerful opportunity. It is a chance for the Government to convey that its greatest priorities are investments in Australia\u2019s people, productivity and prosperity. It is a chance to secure future growth by investing in the smarts and skills of our people. A renewed commitment to the nation\u2019s higher education and research agenda is the vehicle to deliver on these priorities. Conversely, cuts to universities would be a disinvestment in Australia\u2019s future. The decisions made today will decide Australia\u2019s prosperity tomorrow.<\/p>\n

      Two key challenges lie ahead for our nation. One is to lay the foundations for jobs and growth in the coming high-skills, hi-tech era. This will be an era in which more of Australia\u2019s population than ever will need a higher level of education to do and create the new jobs to meet the needs of the digital economy.<\/p>\n

      The other is to attend skilfully to social cohesion. This is crucial at a time where large-scale economic change risks dislocation and disadvantage for vulnerable sections of our community. Investments in providing access to university education for Australians from regional, poorer or disadvantaged backgrounds are vital to this task. Our nation\u2019s investment in broad access to higher education is a powerful inoculation against entrenched disadvantage \u2013 and the political and economic dislocation that inevitably results. Australia\u2019s future social cohesion will be shaped by our commitment to grow our economy for the many, not just the few.<\/p>\n

      The jobs of the next decade will grow out of today\u2019s investments in research and development (R&D). That\u2019s why the Conservative UK Government committed an extra \u00a32.3 billion to R&D in Chancellor Phillip Hammond\u2019s recent Budget. The UK has also set a national target to lift its R&D spend to 2.4 per cent of GDP. By comparison, Australia\u2019s R&D spend was significantly lower at last measure \u2013 at just 1.9 per cent of GDP. Our nation\u2019s research investment strategy in this Budget should be bold and ambitious in providing the basis for future jobs and growth.<\/p>\n

      On the latest figures, investment by business in R&D has gone backwards. Despite tax breaks worth $3.1 billion under the R&D tax incentive, Australian business is now doing less of the R&D that leads to new productivity and job creation. This Budget affords an opportunity to act on the \u20193 Fs\u2019 review of the R&D tax incentive. It is a chance to get this investment trend heading back in the direction needed to drive future economic growth.<\/p>\n

      One of the fundamental roles of a national Government is to lay the foundations for growth and prosperity. The contribution of universities to productivity gains in our nation\u2019s economy and workplaces over the past three decades have been profound. Productivity gains from university research were worth an estimated $10 billion a year over the past three decades. And the productivity gains from our skilled graduates were worth $140 billion to our economy in 2014. Universities are a substantial part of Australia\u2019s nation-building productive infrastructure.<\/p>\n

      Sustaining our investments in Australia\u2019s universities is smart policy to deliver on key public policy priorities.<\/p>\n

      As it frames this Budget, we encourage the Government to recalibrate its thinking on the public investments that deliver the best people, prosperity and productivity returns.<\/p>\n"}]'>

      It is important to note, however, that EIF was never designed to fund anywhere near all of university infrastructure. Its role was to fund major transformational projects. The report of The Higher Education Infrastructure Working Group (chaired by Philip Clark and Denise Bradley) found that 19 per cent of university investment in infrastructure came from government capital grants, and that 70 per cent of the $10.6 billion universities invested in the 2011-2013 triennium came from careful management of institutional resources. It found that:<\/p>\n

        \n
      • in nearly every case, universities made significant co-investments in HEEF\/EIF projects; and<\/li>\n
      • the leverage impact of HEEF\/EIF investments was very significant.\u201d<\/li>\n<\/ul>\n

        Australian and international universities, Australian and publicly funded research agencies, international research facilities or collaborators, local and international foundations and philanthropists and multinational corporations all have a track record of co-investing in Australian research infrastructure. The Research Infrastructure Review Final Report notes that:<\/p>\n

        \u201cIf the Government takes the lead and supports the proposed new model, the Review Panel believes this will pave the way for significant co-investment\u2026 In the absence of that lead, co-investment prospects are, in the Review Panel\u2019s view, much diminished\u201d.<\/p>\n

        There have been no new commitments made from the EIF since 30 July 2013; there is one outstanding payment of $2 million due to the 大学 of Tasmania.<\/p>\n

        At the same time, surpluses across the sector have declined by 20 per cent since 2009 (in real, constant 2015 dollar terms). Surpluses vary considerably across universities and State Audit Offices have expressed concern.<\/p>\n

        While 凯时真人网址 is pleased that Government has made provision for the operational funding needed to support the National Collaborative Research Infrastructure Strategy (NCRIS) over the next ten years, this commitment does not address capital infrastructure at national or institutional level, and it does not address teaching and student facilities.<\/p>\n

        Between the first round of HEEF projects in 2008 and the regional priorities EIF funding round of 2012, $4.2 billion was invested in universities and vocational education institutions to fund transformative infrastructure projects.<\/p>\n

        Without new investment, universities would need to abandon plans for similar projects in the future.<\/p>\n

        The Higher Education Infrastructure Working Group Final Report 2015 made clear that universities alone do not have the capacity to make major transformational investments, and that the role of Government in supporting infrastructure is crucial. It stated that:<\/p>\n

        \u201cthe Working Group is not aware of any other national or state\/provincial government having principal responsibility for university funding which does not provide some form of material capital funding\u201d.<\/p>\n

        The Research Infrastructure Review Final Report of September 2015 also emphasised the role of Government in providing essential infrastructure for Australian researchers. The first recommendation of the review panel, chaired by Philip Marcus Clark AM, addressed the imperative for the Australian Government to invest the patient capital required to secure Australia\u2019s future in research:<\/p>\n

        \u201cPublic investment is necessary to provide the \u2018truly patient\u2019 capital needed to create an environment for the inspired risk taking that is essential to technological discovery. Only governments have the capacity to invest this patient capital into the long timeframes that must apply to research and to research infrastructure\u201d<\/p>\n

        It is important to remember that the EIF is designed to fund institutional teaching and research infrastructure as well as national and landmark research infrastructure, and is the last available Government fund providing capital for infrastructure at the institutional level. The Capital Development Pool for special capital projects closed in 2012.<\/p>\n

        Universities are increasingly leveraging the value of existing physical assets for maintenance and new facilities. However, they both need to ensure responsible management of assets and work with State government and other requirements.<\/p>\n"}]'>

To address this \u201cthreat\u201d\u00a0版权 Agency is taking steps to ensure that statutory licensing income\u00a0continues to increase. While this kind of approach may be appropriate for\u00a0commercial licences, it is not an appropriate way to administer the statutory\u00a0licence. It is therefore timely to consider whether operational separation\u00a0between the commercial and statutory functions of declared collecting societies\u00a0is needed to ensure that commercial imperatives are not applied to statutory\u00a0functions, and that statutory funds are not used for non-statutory purposes.<\/p>\n

        There is currently no effective check on the ability of declared collecting\u00a0societies to exploit their monopoly position to engage in what amounts to rent\u00a0seeking from publicly funded entities. The high cost of 版权 Tribunal\u00a0proceedings has greatly limited the scope of the 版权 Tribunal to play this\u00a0role. The ACCC should be given an oversight role over declared collecting\u00a0societies with a view to ensuring that they do not use their market power in a\u00a0way that is contrary to the public interest.<\/p>\n

        The shortcomings cannot be fixed through Code of Conduct amendments.<\/p>\n

        Broad reform is required that includes:<\/p>\n

      Our comments are made solely in relation to the Nation-building Funds Repeal (National Disability Insurance Scheme Funding) Bill 2017 (the Bill) except to the extent that we recommend splitting the package. Schedule 1 of the Bill proposes to repeal the Nation-building Funds Act 2008. This Act is the legislation that establishes the Education Investment Fund (EIF) and therefore passage of this Bill would abolish the EIF – the last remaining program to fund the development and refurbishment of critical research and teaching infrastructure in the tertiary education sector. If the EIF is abolished, any future capital works will need to be funded from alternative university revenue streams, primarily domestic and international student fees.       THE ROLE OF REGIONAL UNIVERSITIES<\/h3>\n

      Regional universities play a critical role both in contributing to Australia\u2019s higher education system as a whole and particularly, the cities, towns and communities they serve.<\/p>\n

      As well as providing higher education opportunities to regional Australians \u2013 producing a large proportion of the professionals working in regional communities \u2013 they undertake research in a range of fields, are major employers in the regional centres they are based in, and provide community, sports and cultural facilities.<\/p>\n

      Regional universities are faced with a number of challenges.<\/p>\n

      The student demographic of regional universities skews to mature students, first-in-family and those from low socioeconomic backgrounds. They have proportionately fewer school leavers and a greater proportion of those with lower ATAR and academically less well prepared.<\/p>\n

      Many of these universities offer substantial online and distance education courses, and have widely-scattered campuses and smaller study centres. The geographic footprint of each regional university is often larger than that of their metropolitan counterparts.<\/p>\n"}]'>

      In particular, we would like to address comments about university financing made by witnesses at public hearings which the Committee conducted on the Bill on 24 and 25 July 2017.<\/p>\n

      BASE FUNDING PER PLACE<\/h2>\n

      The Department\u2019s projections of base funding per place over forward estimates \u2013 assuming the Bill is passed \u2013 emphasise that base funding will be higher in both nominal and real terms over the out years than levels observed in 2009.<\/p>\n

      The statement misses the point. The Government\u2019s package is primarily a Budget saving measure. It is explicitly and deliberately designed to reduce resourcing per place below current levels. In particular, the Government is proposing to reduce public funding for universities below current levels, which are already the second lowest of all countries in the OECD.<\/p>\n

      Central to the Government\u2019s package is a significant cut to the Commonwealth Grant Scheme (CGS). By 2021, CGS spending per place will be 10.3 per cent lower in real terms than it is today. Over forward estimates, the Government will cut around $1.9 billion in cash terms \u2013 the biggest share of a total of $2.8 billion in cuts to higher education.<\/p>\n

      The Government\u2019s figures include the proposed increase of 7.5 per cent in student contributions. Even including this fee increase, total resourcing per place will be lower than current levels. This is the effect of the so called \u2018efficiency dividend\u2019, which will take $1 billion out of the sector over forward estimates. As a result of the efficiency dividend, the net impact of the proposed changes on resourcing per place will be a permanent reduction by nearly five per cent from 2019 onwards.<\/p>\n

      If the legislation is passed, we estimate that base funding per student place would drop from around $19,650 in 2017 to $19,370 in 2018, and around $19,100 in 2019 and beyond. This would be a real cut to funding per place over the next four years.<\/p>\n"}]'>

      We appreciate the opportunity to comment on these proposals that, if implemented in their current form, would have far reaching consequences for the shape and quality of Australia\u2019s higher education system.<\/p>\n

      This 提交 complements those made by individual universities and university groupings that reflect their own particular circumstances and shared perspectives. We commend these to you.<\/p>\n

      All members of Universities Australia oppose the reduction in investment in universities and measures that would restrict student access on the basis of affordability. Members also recommend excising performance funding from the Bill pending work being done design and rationale. A majority of our members oppose the Bill in its entirety.<\/p>\n

      If passed:<\/p>\n

      \u2022 \u00a0students will pay more to get less;
      \n\u2022 \u00a0universities will be weakened at the very time Australia needs them most to assist in making a successful transition to an economy based on advanced skills, new ideas and innovation;
      \n\u2022 \u00a0the measures will have a negative impact on education quality and diversity; and
      \n\u2022 \u00a0red-tape, government bureaucracy and administrative costs will increase.<\/p>\n

      Should the Committee be inclined to recommend proceeding with the Bill, we strongly recommend that the \u2018efficiency dividend\u2019 be removed and the clauses that relate to performance funding be subjected to further analysis and discussion.<\/p>\n

      These two elements are the primary focus of our 提交.<\/p>\n

      The cuts to university funding combined with increases in students fees mean that students will be paying more to get less. This constitutes a double hit on students, increasing the fees they pay\u2014already high by international standards \u2014and decreasing the funding for the courses, learning opportunities and student services that are critical to the quality of their education.<\/p>\n

      The proposed reduction of $1 billion in university funding would come at a time when competing nations are investing heavily in higher education and research as a way of safeguarding their economies against profound economic, industrial and social upheaval.<\/p>\n

      凯时真人网址 members are not-for-profit, nation-building enterprises.<\/p>\n

      They play a critical role in equipping Australia for the new economy by building national resilience. 凯时真人的大学 will be responsible for producing the next generation of graduates with the flexible, adaptable, high-level skills needed to navigate Australia through the transition to a profoundly different economy. Through world-leading research, universities also contribute to the innovation and new products, ideas and breakthroughs needed to solve our thorniest problems and create new industrial opportunities.<\/p>\n

      Further reducing investment in higher education and research runs counter to the Government\u2019s National 创新 and Science Agenda (NISA) and its policy premise that recognises the imperative of innovation, science and research for maintaining and enhancing Australia\u2019s global competitive position.<\/p>\n

      Universities understand the challenge for Government in juggling priorities for public expenditure and acknowledge the need to address budget repair. In this context, however, the Committee should in turn acknowledge the substantial contribution that universities and their students have already made to the budget repair effort in recent years.<\/p>\n

      Since 2011\u201312, $3.9 billion in net budget savings from the sector have been made. This does not include the loss of another $3.7 billion from the sector as a result of the Government\u2019s proposal to abolish the last remaining capital works program\u2014the Education Investment Fund (EIF)\u2014that provides funds for the building and renewal of university facilities, including classrooms, lecture theatres, laboratories, libraries and student study spaces.<\/p>\n

      Reducing the level of investment also denies the Australian community the commensurate return on that investment, particularly in relation to jobs and economic growth that extends well beyond the higher education sector. Australia\u2019s international education success\u2014grounded in the high quality and reputation of the Australian system\u2014is a key element. Valued at more than $22 billion, international education is Australia\u2019s third largest export and too important to put at risk.<\/p>\n

      It also risks the quality and diversity of education and support services offered to students. An efficiency dividend puts at risk some of the most financially challenging aspects of universities\u2019 operations. These are typically student support services, smaller courses (including languages), smaller (often regional) campuses, and community outreach and support. While these may be a net cost to universities, these operations are important in delivering the public good mission of universities.<\/p>\n

      The Bill provides for Government funding to be further reduced for institutions that do not meet yet-to-be determined \u2018performance\u2019 measures.<\/p>\n

      Universities are demonstrably committed to continuous improvement in meeting the needs of their students and will support a scheme that further assists them do this. However, we believe that it is premature to introduce legislation on a scheme that addresses an under-articulated \u2018problem\u2019 and that has not benefitted from a process of broad consultation and analysis. Attrition rates have not changed markedly in recent years, retention is on par with the rest of the developed world and student satisfaction continues to climb. This is in large part a reflection of the robust performance and accountability framework that is already in place.<\/p>\n

      Together with the funding cuts, an inadequately conceived performance funding system has the potential to condemn the sector to a downward spiral that would hit hardest the institutions that serve the most disadvantaged students and communities in the country.<\/p>\n

      Given the potential for unintended consequences, and the immaturity of the proposal, performance funding should be removed from the Bill until a workable system is developed.<\/p>\n

      Despite our serious concerns regarding the central elements of the Bill, it is important to acknowledge that the Bill includes a number of elements that the sector has been calling for some time:<\/p>\n

      \u2022 \u00a0Extending the demand-driven system to sub-Bachelor programs – improving and diversifying entry pathways will widen access to higher education.
      \n\u2022 \u00a0Enshrining the flagship equity program, HEPPP, in legislation will help to assure the program\u2019s future: proposed changes to its structure will improve its effectiveness.
      \n\u2022 \u00a0Making Commonwealth subsidies available for work experience in industry units will support employers, universities and students develop and pursue work-integrated learning, leading to improvements in graduate work-readiness.<\/p>\n

      Recommendations<\/h3>\n

      That the Committee, at a minimum:<\/p>\n

        \n
      • oppose the proposed efficiency dividend;<\/li>\n
      • oppose the changes that affect student affordability;<\/li>\n
      • remove provisions for performance funding so they can be properly considered, scrutinised and analysed through a considered and consultative process;<\/li>\n
      • ensure feasible timeframes for smooth implementation; and<\/li>\n
      • consider the positive elements of the Bill and how they might best be delivered:
        \na. extension of the demand-driven system to sub-Bachelor places; and
        \nb. legislative protection for HEPPP and changes to the program.<\/li>\n<\/ul>\n"}]'>

      THE ROLE OF UNIVERSITIES<\/h2>\n

      A profound shift is underway across the Australian economy. As the mining investment boom recedes, we face an urgent task to broaden growth and diversify the economy.<\/p>\n

      Decisions taken now will shape Australia\u2019s living standards, job security and social cohesion in the years ahead.<\/p>\n

      Around the world, constrained public budgets and global uncertainty have become fixtures. 政府 at home and abroad are wrestling anew with budget priorities. Yet, despite these challenges, smart nations continue to invest strategically in higher education, research and innovation. They are doing so to ensure their citizens aren\u2019t left behind by sweeping forces of globalisation and technological change.<\/p>\n

      Such investments are a down payment on a future with more higher-wage jobs, skilled and smart workforces and greater productivity gains. They are also indispensable to the major research breakthroughs needed to create new jobs and new industries for Australia.<\/p>\n

      The types of skills and knowledge acquired through a university education will become increasingly essential. This is true not just for individuals \u2013 but for communities, companies, industries, and the national economy. Having a highly-educated workforce is essential to lift overall national prosperity and the living standards of all Australians.<\/p>\n

      It is a key ingredient in the Government\u2019s desire to diversify the economy, stimulate long-term growth and deliver jobs in the cities and the regions.<\/p>\n

      In this context, universities are the engines of Australia\u2019s future economic growth. They integrate education with research, and are the incubators for innovators as well as innovations. They are the essential infrastructure of this new era.<\/p>\n

       <\/p>\n

      FRAMEWORK<\/h2>\n

      The Commonwealth has a range of initiatives that are encouraging universities and industry to collaborate. These include programs both inside and outside the National 创新 and Science Agenda, such as:<\/p>\n

      \u2022 \u00a0revised research grant programs for universities, including the Research Support Program and the Research Training Program;
      \n\u2022 \u00a0the Engagement and Impact assessment of universities;
      \n\u2022 \u00a0the ARC Linkage Project grants moving to a continuous 提交 process;
      \n\u2022 \u00a0improved funding for work-integrated-learning units for undergraduates;
      \n\u2022 \u00a0investing in industry internships for PhD students;
      \n\u2022 \u00a0allocating operating funding for the National Collaborative Research Infrastructure Strategy;
      \n\u2022 \u00a0Smart Cities program and establishing the 大学 Precincts Advisory Committee;
      \n\u2022 \u00a0establishment of the Advanced Manufacturing Fund; and

Universities Australia urges Government to produce an overarching collaboration strategy that will bring together the range of programs and projects aimed at boosting industry\/academic collaborations into a fully-fledged innovation system. The strategy should take into account the role of State and local governments as well as the Commonwealth. This will allow gaps in the system to be identified and filled, and result in a cohesive, comprehensive collaboration and innovation system for Australia.<\/p>\n"}]'>

Where appropriate, we also work with members to coordinate a whole-of-sector approach to key issues. Health professional course accreditation is one such area. All universities conduct at least one health professional course regulated under NRAS\/the Australian Health Practitioner 监管 Agency (AHPRA) and a number conduct multiple such courses . Universities therefore play a key role in the entry level education and training of most NRAS health professionals and also many outside of NRAS. It enables continuous quality improvement, brings professional knowledge to university teaching practices, assists in the consistent delivery of competent and appropriately skilled health professionals and provides a pathway for developing the future health workforce in line with emerging trends. Accrediting authorities under NRAS also require monitoring of graduate outcomes and benchmarking which is useful and can otherwise be difficult to achieve in a competitive environment. NRAS\u2019s connection between accreditation and national registration through AHPRA also assists in gathering health professional data to support a range of activities including workforce analysis\/planning and best practice course delivery.<\/p>\n

      \n

      At its worst, however, experiences of health professional course accreditation can be overly bureaucratic. It can duplicate assessments better or already conducted by other regulatory authorities, focus unnecessarily on process and input rather than output and outcome measures and constrain innovation regarding future workforce development. While this is not the case all the time or across all health courses, 凯时真人网址 considers that there are still some areas for improvement. These are addressed below under the three main discussion paper headings.       While Universities Australia agrees with the principle of providing students and the wider community with information about regulatory decisions, we do not support the proposed changes to the publication of decisions.<\/p>\n

      SUMMARY OF PROPOSED CHANGES<\/h3>\n

      TEQSA\u2019s consultation proposes the following changes to the agency\u2019s existing practice:<\/p>\n

        \n
      • Publishing on the National Register of Higher Education Providers decisions to reject accreditation applications before the conclusion of appeal processes.<\/li>\n
      • Publicly announcing \u2018significant decisions\u2019 (which may include decisions to reject initial registration applications) via media release or other mechanism.<\/li>\n
      • Broadening the scope of what may be included within entries in the National Register.<\/li>\n<\/ul>\n

        TEQSA argues that these changes are proposed in order to align TEQSA practice with that of other similar agencies (particularly ASQA) and to reflect public interest.<\/p>\n

        UNIVERSITIES AUSTRALIA RESPONSE<\/h3>\n

        The TEQSA Act requires the agency to operate in accordance with the legislated principles of regulatory necessity, reflection of risk, and proportionality. It is 凯时真人网址\u2019s view that the proposed changes to the publication of decisions do not comply with these three principles.<\/p>\n

        Necessity: there is no demonstrated need to change existing practice<\/h4>\n

        The proposed changes are put forward for two stated reasons \u2013 alignment with other agencies\u2019 practice and a claim that the public good and regulatory 透明度 would be served by providing information on decisions as soon as possible.<\/p>\n

        凯时真人网址 does not believe that the consultation paper presents a strong case to justify the proposed changes, or that the arrangements put in place in 2013 are no longer fit for purpose.<\/p>\n

        The consultation paper does not adequately make the case that these changes are necessary to improve regulatory outcomes in higher education. Just because a practice is common in other agencies is not in itself sufficient grounds for change.<\/p>\n

        凯时真人网址 would need to see a more detailed argument from TEQSA as to how the changes would reflect best practice in regulatory operation, and how the changed approach would enable TEQSA to better serve the interests of providers, students and the wider community.<\/p>\n

        Risk: diminished procedural fairness and risk of reputational damage<\/h4>\n

        The proposed changes are predicated on the view that existing practice is weighted too far towards a provider\u2019s right to procedural fairness and away from the rights of students and other stakeholders.<\/p>\n

        凯时真人网址 does not agree with this view.<\/p>\n

        If decisions are publicised as soon as they are made in the absence of further information that may be relevant having been provided through a process of procedural fairness, there is serious risk of incorrect information being disseminated.<\/p>\n

        The changes being put forward \u2013 particularly the intent to publish information about decisions when they are made or as soon as possible thereafter rather than following the conclusion of any review process \u2013 strike an inappropriate balance between procedural fairness and timely information provision.<\/p>\n

        There is a risk that the approach put forward would undermine the rights of providers to a fair and disinterested appeal process and may have negative reputational or material consequences for:<\/p>\n

          \n
        • providers, who may suffer permanent damage even if initial negative decisions are eventually overturned;<\/li>\n
        • students and potential students, who may misled by such early information and unnecessarily change enrolment;<\/li>\n
        • TEQSA, which may suffer from a loss of public or political confidence in the effectiveness of its work and accuracy of its decisions; and<\/li>\n
        • the wider sector, which may suffer residual taint from negative decisions even after they are publicly reversed.<\/li>\n<\/ul>\n

          Not all decisions would attract public or media interest, but it is almost certain that when a case does so the external scrutiny will be such that the ability of TEQSA to conduct impartial reviews will be constrained. This would be prejudicial and clearly counter to fair process.<\/p>\n

          It is difficult to see any benefits for students, the provider, TEQSA or the sector from early public announcements of initial decisions.<\/p>\n

          In the consultation paper TEQSA suggests that it may publicise decisions to reject initial applications for registration. 凯时真人网址 does not see any purpose to this suggestion. Potential providers have every right to apply for registration. If the application is rejected there can by definition be no future risk to students, and thus there would be no benefit in announcing the details of such decision beyond providing some assurance that TEQSA is rejecting applications. The latter assurance can easily be provided through existing reporting mechanisms that provide de-identified summaries of numbers of applications received and numbers rejected.<\/p>\n

          Proportionality: lack of defined scope<\/h3>\n

          The consultation paper frequently refers to \u2018significant decisions\u2019 being the primary subject of the proposed changes.<\/p>\n

          However the paper is vague as to what decisions would be seen as \u2018significant\u2019, and this terminology is not used in the TEQSA Act. This means that there is a strong possibility of subjectivity and lack of consistency in its use. Would a minor breach by a large university be considered more significant than a larger breach by a small private provider? It may well generate more public interest, but this does not necessarily equal significance.<\/p>\n

          The lack of definition or clear boundaries to this concept is of serious concern.<\/p>\n

          CONCLUSION<\/h3>\n

          凯时真人网址 does not support the proposed changes to TEQSA\u2019s reporting of decisions. While 凯时真人网址 member universities, as low-risk providers, are unlikely to feel the impact of such changes, it is our view that the changes would not represent an improvement on current arrangements.<\/p>\n

          At worst the changes would lead to additional imposts on the agency and substantial, possibly unfounded, reputational damage for individual providers or the sector as a whole.<\/p>\n

          If the intent behind these proposals is to ensure that the public receives information in a more timely manner, this objective may be better served by reforming TEQSA\u2019s review process rather than pre-emptively announcing decisions that may be overturned.<\/p>\n"}]'>

Australia\u2019s universities are invested in our migration program both as employers of highly-skilled staff from around the world, and educators of our future workforce. The global nature of our sector enables our universities to produce work-ready graduates and world-leading research. We support a continued emphasis on skilled migration within Australia\u2019s migration planning and to ensure accessible pathways to permanency for temporary migrants who demonstrate commitment in contributing to Australia\u2019s long-term economic and social development.<\/p>\n

       <\/p>\n

      MIGRATION AND THE NATIONAL AGENDA<\/h2>\n

      Key national strategies can only be achieved through the development of a migration program that attracts the world\u2019s best and brightest to work and study in Australian universities. This is particularly important in supporting the Government\u2019s National 创新 and Science Agenda. The science, technology, engineering and mathematics (STEM) disciplines operate in a highly competitive environment. It is of upmost importance that Australia is able to attract the best talent in a timely and transparent manner in order to reach these national goals. A fair, clearly communicated and transparent migration program will also assist in realising the objectives Government\u2019s objectives as set out in the Australian Government\u2019s National Strategy for 国际 Education (2025).<\/p>\n

       <\/p>\n

      THE GLOBAL KNOWLEDGE MARKETPLACE<\/h2>\n

      Perhaps more than any other sector in Australia universities operate in an open, international labour market, 其特点是学术人才的双向流动. Australia makes a substantial contribution to the global academic talent pool, with time spent in an overseas institution considered an important part of academic professional development. As such, the process of setting age limits for skilled visas needs to consider progression of senior academic and administrator\u2019s career paths relative to age and the need for universities to attract top-level talent.<\/p>\n

      Universities need to have the ability to target and preference academic leaders that would benefit Australia\u2019s national interests. The Distinguished Talent Visa is presently capped at 200 per year. This quota is highly restrictive. We strongly recommend its removal as a key impediment to recruiting from the top echelon of world-leading researchers.<\/p>\n

       <\/p>\n

      PROFESSIONAL STAFF WITHIN UNIVERSITIES<\/h2>\n

      It addition to the need for highly skilled academic staff, it is important to recognise the overall operations of universities, particularly the need for specialist professional staff where domestic shortages exist. A prime example here is in the area of advancement and philanthropy. This is a relatively new discipline for Australia and the pool of domestic expertise that universities can draw from is small. As such universities need to be able to attract the best from around the world not only to help meet the rapidly increasing demand but, most importantly, to build domestic capacity and capability. The migration system, therefore, needs to be sufficiently flexible to ensure that these needs can be met \u2013 in the nation\u2019s best interests \u2013 despite the absence of a specific discipline category and in meeting 政府\u2019 desire for universities to increase and strengthen their philanthropic endeavours.<\/p>\n

       <\/p>\n

      CLEAR AND ACCESSIBLE PATHWAYS TO PERMANENT RESIDENCY<\/h2>\n

      The attraction and retention of highly qualified individuals relies on immigration and citizenship pathways that can be easily navigated. Clear and accessible pathways to permanent residency are important for senior academics and university administrators. The prospect of a transition to permanent status is one of the deciding factors in attracting highly-sought after researchers and academics that give Australia a competitive edge over other countries.<\/p>\n

      While temporary visa holders should not have an automatic right to permanent residence, they should have the right to hold that ambition.<\/p>\n

      A smooth pathway for those potential migrants who have demonstrated their intent, commitment and investment by obtaining a significant Australian qualification is in the national interest. Applicants who have obtained a qualification from an Australian university should have this recognised in any subsequent application for migration.<\/p>\n

      The skilled migration program needs certainty of outcomes. While mandatory time spent in Australia before eligibility for permanent residency supports a prospective migrant\u2019s investment in Australia, it will adversely affect those who want the certainty of permanency before they relocate. Many international candidates for senior roles within universities are unwilling to accept offers of employment in Australia unless they know they can obtain permanent residency before leaving their countries of origin. In fact, the desire to obtain permanent residency as part of taking on a role in an Australian university, only reinforces the commitment of the candidate in contributing to Australia\u2019s knowledge economy. Exceptions for any mandatory temporary residence for individuals in a university-specific teaching and research role would strengthen Australia\u2019s international competitiveness in this sector.<\/p>\n

      Ensuring there are adequate pathways to facilitate permanency will bolster the success of the temporary migration program. Australia\u2019s Temporary Graduate Visa (subclass 485) is a key component of the nation\u2019s overall migration program and provides Australian employers with a pipeline of global talent in possession of world-class Australian higher education qualifications. Universities Australia strongly supports the continuation of this visa and encourages clear and accessible pathways to permanent residency for international students, academics and university administrators.<\/p>\n

       <\/p>\n

      MIGRATION AND HIGHER EDUCATION IN REGIONAL AUSTRALIA<\/h2>\n

      Universities Australia supports the use of the migration program to support migration to regional Australia. In-bound migration to regional Australia is vital to economic and social capacity building. This often offsets a net outward migration towards major cities of often younger individuals from regional communities. 凯时真人的大学 are central to a migration program that both sustains and develops regional Australia.<\/p>\n

      国际 students contribute to the economic well-being of regional communities. Migration is also an important source of high-quality academic staff and research students for regional universities who, in turn, enhance the reputation and standing of these institutions and further contribute to the communities in which they are based.<\/p>\n

      Migration data from the Department of Home Affairs shows permanent skilled visas granted to those who have previously held an international student visa are remaining steady, although they are declining in regional Australia. Between 2013 \u2013 2014 there was a 75 per cent drop in permanent skilled regional visas granted to former international students1. Clearly much work in needed to provide incentives for international students to choose regional Australia as a migration destination.<\/p>\n

      Universities Australia advocates for permanent migration pathways that support organisations that operate in regional areas. Innovative approaches to pathways for international students in regional Australia could provide a major impetus to the Commonwealth regional development agenda, Regions 2030: Unlocking opportunity. Australia\u2019s permanent migration program should acknowledge the potential of international students and academics as future migrants who will contribute to the economic and cultural growth of regional communities.<\/p>\n

       <\/p>\n

      COMMUNICATION, CLARITY AND CERTAINTY<\/h2>\n

      Careful communication about changes to the migration program assists in the mitigation of risk in the higher education sector. Consistency of migration processes have a direct impact on Australian universities ability to recruit international students and staff. Changes in the system \u2013 whether large or small \u2013 create uncertainty. It is essential that all changes are well communicated to stakeholders and the public in a timely manner.<\/p>\n

      Regular public awareness and information campaigns aimed at the Australian general public would help clarify any misconceptions about the steps required for new migrants to arrive in Australia. A comprehensive and carefully managed communications strategy would maximise the intended benefits of Australia\u2019s migration program and ensure migrants are best equipped to contribute to our economic prosperity, national wellbeing and social cohesion.<\/p>\n

      In our representative role, we are currently working with our members on a campaign, Respect. Now. Always., to address sexual assault and harassment on campus.<\/p>\n

      The campaign aims to raise awareness of sexual assault and sexual harassment and lift the visibility of support services for students; obtain data to guide further improvement in university policies and services; and assist universities in sharing global best practice resources across the sector.<\/p>\n

      As the peak body, 凯时真人网址 assists in building knowledge and capacity across the sector. Each university has its own individual policies and procedures to establish clinical placements for their students and to support students while they are on placement.<\/p>\n

      凯时真人网址 and our member universities want every student who undertakes a clinical placement to have a safe and educationally enriching experience. 凯时真人网址 will communicate with our members to ensure they are aware of the matters raised during this inquiry.<\/p>\n

      Medical deans work to eradicate bullying of students<\/strong><\/p>\n

      All medical students deserve to learn medicine free from bullying and discrimination (Letters, November 2). Medical schools want to develop the next generation of doctors through teaching and learning in a respectful environment. Individual universities have policies on bullying and harassment, which also apply to medical schools, and schools are required to meet the Australian Medical Council accreditation standards.<\/em><\/p>\n

      Medical students spend a significant part of their degree undertaking clinical training in hospitals and health services. Medical schools work with colleges and health services to support a clinical training workplace free from unacceptable behaviour. Medical deans recently signed the “Statement of Agreed Principles on a Respectful Culture in Medicine” committing signatories to eradicate bullying and harassment.<\/em><\/p>\n

      Students also need to know what to do if they experience bullying, harassment and inappropriate behaviour. Clear and robust reporting processes are essential. Medical school programmes provide formal presentations and information to students. Student support staff also assist students and direct them to the correct people and complaints processes. There is always more we can do and medical deans will continue to work with AMSA (Australian Medical Students’ Association) in this important area.<\/em><\/p>\n

      Studying to become a doctor is a rigorous and tough course. Medical schools take seriously our role to produce safe and competent interns. However, the teaching and practice of medicine should always occur within a safe environment for all those involved.<\/em><\/p>\n

As discussed below, 凯时真人网址 believes that the regulatory framework set up by the TEQSA Act has improved regulation and quality in the higher education sector. The new framework is clearer and more straightforward than what preceded it, and has closed regulatory loopholes that sometimes caused problems in the past.<\/p>\n

      In particular, the national regulatory framework has resolved issues that arose under the previous regime in the regulation of international higher education. Effective regulation is vital to maintaining Australia\u2019s reputation for quality and sustaining our $19 billion international education market.<\/p>\n

      Robust regulation against minimum standards protects the reputation of the entire sector, to the benefit of all providers. The national TEQSA regulatory framework has been highly effective in preventing reputational damage to the whole sector from the conduct of one or two unethical providers, as was more likely under the previous regime due to regulatory loopholes.<\/p>\n

      Higher education regulation is a complex area. While the system must evolve to deal with change in what is a competitive and fast-moving sector, 凯时真人网址 urges caution in any change. Alterations to the Act would have to be carefully thought through and implemented to maintain consistency and avoid unnecessary increases in the compliance burden for universities.<\/p>\n

      We address each of the Review\u2019s terms of reference below.<\/p>\n

      Issue No. 1<\/h3>\n

      What has changed for the sector in moving to a single national regulatory framework from multiple state- and territory-specific arrangements?<\/strong>
      \n凯时真人网址 strongly supports a national regulatory framework for higher education. Higher education is a national sector that has become primarily a Commonwealth responsibility. Funding is sourced from the Commonwealth. Policy is made by the Commonwealth Government and programs in higher education and research are set up and run by Commonwealth departments. It is therefore appropriate and sensible that regulation should be set up and should operate at a national level.<\/p>\n

      Establishing a national regulatory framework has made university regulation clearer and more prominent. It is easier for universities and other stakeholders to understand regulatory requirements. Processes for developing and setting regulatory requirements are clearer and easier to understand. The new national framework has driven and supported the development of more up-to-date and fit-for-purpose standards for higher education providers.<\/p>\n

      A national regulatory framework reduces the compliance burden on higher education providers. Complying with a single set of national requirements is more straightforward than having to duplicate administrative procedures across jurisdictions, and sometimes to meet slightly different evidentiary and legal requirements.<\/p>\n

      Importantly, the national regulatory framework has closed some loopholes that existed when higher education regulation was the responsibility of States and Territories. There is now no issue of differing requirements or processes between jurisdictions, so there is no possibility that differing levels of rigour can accidentally arise. This removes any possibility that a provider could seek registration in a jurisdiction with easier requirements, with attendant risk for the reputation of the Australian higher education sector as a whole.<\/p>\n

      National consistency in regulatory requirements is particularly important in international education. For a start, a national regulator sends a positive and unambiguous message to the international market. By setting up a national regulator, Australia has shown its commitment at a national level to protecting quality. Taking decisive action to close regulatory loopholes made a powerful contribution to quality, and sent a clear message that Australia is committed to effective action to deal with unethical practices in international education recruitment and delivery.<\/p>\n

      Issue No. 2<\/h3>\n

      To what extent has the TEQSA Act contributed to improved quality in the delivery of higher education?<\/strong>
      \nImprovements in the clarity and effectiveness of higher education regulation discussed above have supported improved quality in the sector.<\/p>\n

      Universities are self-accrediting institutions that have primary responsibility for the quality of their educational offerings. Every university has a strong and effective culture of internal quality assurance and self-regulation. Universities operate in a highly competitive environment and competitive pressures \u2013 in both the domestic and international markets \u2013 provide a strong incentive to maximise quality. Market competition drives universities to focus on their strengths, supporting innovation and diversity in the Australian higher education sector.<\/p>\n

      凯时真人网址 supports TEQSA\u2019s approach, based on a culture of externally validated quality assurance by universities themselves. This approach promotes not only quality but also diversity and innovation.<\/p>\n

      Any moves away from this system would tend to encourage uniformity across the sector. If TEQSA took a more interventionist role in quality assurance, its advice on quality improvement would tend, over time, to be reflected in regulated requirements, with the result that the sector would become increasingly homogeneous. This would be a negative and unhelpful trend. By reducing the impact of competitive pressure, the net impact could weaken quality improvement across the sector.<\/p>\n

      凯时真人网址 welcomes the Review\u2019s question about the appropriateness of thematic quality assessments conducted under s.60 of the Act, and about who should be responsible for any such reviews. 凯时真人网址 believes that the powers and functions set out in s.60 are appropriate and necessary. We note that thematic assessments \u2013 like all of TEQSA\u2019s other activities \u2013 are subject to the principles of necessity, risk and proportionality that are set out in the Act.<\/p>\n

      Well designed and effective quality assessments and thematic reviews rely on consultation with the sector and careful planning. TEQSA should communicate clearly to the sector the objectives, timing and methodology of any assessments and reviews.<\/p>\n

      TEQSA could play a constructive role in quality improvement through a well-designed approach to thematic reviews which would seek ideas and active participation from universities. A heavy-handed, unduly uniform, top-down approach to thematic reviews caused problems in past years for both universities and TEQSA. A bottom-up approach to identifying themes, issues, methods and solutions is likely to be more useful for everyone involved, and to lead to practical options to improve the quality of higher education.<\/p>\n

      With regard to which agency is responsible for quality assessments, 凯时真人网址 believes that TEQSA should retain responsibility. This is not an appropriate role for HESP. This function should remain with the regulator rather than returning the Department, so that quality assessments are conducted at arm\u2019s length from Government. It would not be appropriate for the Department to undertake assessments of this kind.<\/p>\n

      A clear delineation of different, but complementary responsibilities for different agencies, is critical to the strength and effectiveness of the regulatory framework.<\/p>\n

      Issue No. 3<\/h3>\n

      To what extent has the TEQSA Act contributed to improved regulation?<\/strong>
      \n凯时真人网址 believers that the TEQSA Act has contributed to improved regulation in the higher education sector. The basic principles set out in the Act (risk-based regulation, proportionality and necessity) provide a strong basis for a regulatory regime that effectively leverages the self-regulation practised by universities and directs regulatory efforts to where they are needed most.<\/p>\n

      While the transition to a new national regulatory framework necessarily included adjustment on the part of both providers and Government to new requirements and approaches, the TEQSA regulatory regime has evolved into a system that is less burdensome to providers in important respects than the system it replaced.<\/p>\n

      In particular, provider re-registration \u2013 though a new process for universities \u2013 is easier and more straightforward than the previous process of audits by the Australian Universities Quality Agency (AUQA). This has reduced compliance costs, both in cash and in kind (staff time, documentation etc).<\/p>\n

      Issue No. 4<\/h3>\n

      Is there unnecessary overlap with other legislation?<\/strong>
      \nOverlap between the requirements of the TEQSA Act and other regulatory requirements on higher education providers (particularly the Education Services for Overseas Students Act 2000) has been a problem. The Review of Higher Education 监管 undertaken in 2013 identified this as a significant issue.<\/p>\n

      Following the 2013 Review, 政府 of both political parties have made significant efforts to reduce unnecessary burdens on providers, and to align the requirements and timing of reporting and compliance under the TEQSA Act and other legislation that higher education providers must comply with.<\/p>\n

      For example, registration under the TEQSA Act and the ESOS Act have been streamlined and aligned, in terms of processes, requirements, and period of registration. This has made compliance easier for universities and reduced administrative burden.<\/p>\n

      凯时真人网址 supports the Government\u2019s initiatives in this respect. The process of calibration and alignment has been effective in reducing overlap and unnecessary burdens on providers.<\/p>\n

      Nevertheless, there is still significant overlap and duplication between the TEQSA Act and the ESOS Act, in particular:<\/p>\n

      • Duplication in content and requirements of the new Higher Education Standards and the ESOS National Code<\/li>\n
      • Duplication in reporting of courses (to DET for domestic regulatory purposes and to TEQSA for CRICOS purposes)<\/li>\n
      • Overlap in compliance processes, such as separate audits related to domestic and international provision<\/li>\n
      • Separate re-registration processes under each of the TEQSA and ESOS Acts.<\/li>\n<\/ul>\n

        凯时真人网址 supports TEQSA\u2019s continuing efforts to align reaccreditation under both regimes. However, we believe that more could be done to realise a principle discussed following the 2013 Review, namely that successful compliance with domestic regulatory criteria should generally count towards compliance against regulatory requirements in international education. Any other approach will inevitably create overlap and duplication.<\/p>\n

        Issue No. 5<\/h3>\n

        Are there amendments to the TEQSA Act or other changes that would enhance the Act\u2019s impact or its administration?<\/strong><\/p>\n

        凯时真人网址 welcomes the opportunity to suggest amendments to the TEQSA Act, or other changes that would improve the operation of the Act.<\/p>\n

        However, 凯时真人网址 does not wish to suggest any specific amendments to the TEQSA Act. We consider that TEQSA is currently carrying out its functions well, in line with the principles enshrined in the Act.<\/p>\n

        As a general consideration, 凯时真人网址 argues that any changes to the Act should be carefully thought through in order to avoid unintended consequences and to preserve consistency in regulation.<\/p>\n

        Issue No. 6<\/h3>\n

        Are the required functions of the Higher Education Standards Panel adequately reflected in the TEQSA Act?<\/strong>
        \n凯时真人网址 considers that the TEQSA Act sets out the functions and powers of the Higher Education Standards Panel (HESP) well.<\/p>\n

        HESP\u2019s functions are properly specified as advising the Minister and TEQSA on matters related to the Higher Education Standards Framework. 凯时真人网址 does not consider it necessary to modify these functions or to add new ones.<\/p>\n

        As a matter of principle, it is important to ensure a separation of functions between the body responsible for formulating Standards and the regulator that is tasked with regulating against these standards. 凯时真人网址 considers that the current legislative architecture establishes and protects this separation well.<\/p>\n"}]'>

      Universities Australia acknowledges IHPA\u2019s ongoing work in relation to efficient public hospital service delivery, especially Activity Based Funding (ABF) and broadly supports the general direction of this work. 凯时真人网址 appreciates the opportunity to make this short 提交 to IHPA\u2019s Public Hospital Pricing Framework 2017-18 Consultation Paper to further contribute to IHPA\u2019s work. Our response relates to teaching, training and research matters and specifically as these relate to information outlined in sections 2.0, 4.7, 10.2 and 11.0 of the paper.<\/p>\n

      Section 2: Pricing Guidelines<\/h3>\n

      There is a solid body of evidence that shows the benefits of trainees to service providers and the importance of ensuring quality and innovation in teaching and training for suitable development of the future health workforce . 凯时真人网址 notes that the current pricing guidelines (see also Box 1 in the Consultation Paper) do not mention the role that teaching, training and research (TTR) play in sustaining high quality health services. 凯时真人网址 recommends that TTR is recognised as a legitimate embedded cost in the Guidelines\u00a0<\/strong>and that when considering principles such as the need for pricing\/funding neutrality between public and private providers, the funding needs to recognise the relative contribution (and resulting expense) to TTR made by different types of health service providers. Given the role that TTR plays in future workforce development 凯时真人网址 also urges IHPA to ensure that the system planning guidelines make reference to TTR as essential for the system\u2019s future sustainability and quality.<\/p>\n

      Sections 4.7 and 10.2: Teaching, Training and Research – Classifications used by IHPA to describe public hospital services and Setting the National Efficient Cost respectively<\/h3>\n

      凯时真人网址 is aware that IHPA has recently released its Final Report on the TTR Costing Study and that based on this report, work to develop the classification system for teaching and training has commenced, while the costings and technical specifications for a research classification system will continue to be developed. 凯时真人网址 understands that the classification system could underpin the introduction of an Activity Based Funding (ABF) approach to TTR in the Australian public hospital system in future years, although decisions about such implementation ultimately lie with the Council of Australian 政府 (COAG).<\/p>\n

      凯时真人网址 has previously raised a few specific concerns with IHPA about the teaching, training and research costings – both in 凯时真人网址\u2019s previous 提交 to IHPA\u2019s 2016-17 workplan (submitted 1 July 2016) and at presentations IHPA has given to HPESG regarding this work. 凯时真人网址 appreciates the opportunity to raise such concerns directly with IHPA and reiterates them here.<\/p>\n

      While we understand that block funding is not the focus of the current consultation, we would also like to draw attention to matters relating to this as outlined in sections 4.7 and 10.2 of the consultation paper – specifically regarding block funding that flows to public hospitals for TTR. 凯时真人网址 understands that such block funding will continue in the absence of an ABF approach based on an agreed nationally efficient price for TTR.<\/p>\n

      In relation to clinical teaching and training specifically, the bulk of this (approximately 75 per cent) currently occurs in public hospitals . The costs of this teaching and training activity are shared through funding from the Commonwealth, from state and territory governments, and in some disciplines and jurisdictions through direct or indirect contributions made by partner education providers including universities. While information about the total amount of block funding provided by the Commonwealth to each state and territory for teaching, training (and research) purposes are available publically through the National Health Funding Pool , there is currently little 透明度 about how these funds are expended by each State or Territory\u2019s Ministry of Health.<\/p>\n

      凯时真人网址 understands that IHPA is working towards determining the national efficient price (NEP) for teaching and training across a range of health disciplines through its current teaching and training classification work. 凯时真人网址 acknowledges that such work, if based on a broadly agreed NEP could enhance levels of 透明度 and accountability in relation to the use of funding for TTR. 凯时真人网址 understands however that there is no guarantee this classification will be introduced and even if it is, that its implementation is still some years away.<\/p>\n

      凯时真人网址 recommends in the meantime that the processes regarding jurisdictional determination of TTR block grant funding and of its subsequent allocations to and use within individual LHNs and hospitals are made transparent.\u00a0<\/strong>This will assist both universities and funders to ensure that funds allocated for TTR are being used for these purposes.<\/p>\n

      In relation to research, while the TTR Costing Study demonstrated the feasibility of identifying and costing a product that could form the basis of a teaching and training classification, this was not the case for research. The Report noted that while it might be possible to cost research capability, no relationship between research capability costs and research outputs was identified that would support the development of a classification for research .\u00a0凯时真人网址 recommends that the absence of such data should not constrain the funding of research in the 2017-2018 pricing framework for Australian public hospital services.\u00a0<\/strong><\/p>\n

      凯时真人网址 acknowledges that the TTR Costing Study recognised the major cost driver of research as maintaining research capability. However increased funding to support actual research project delivery within public health services is also critical. Funding mechanisms other than activity based funding may well be required to achieve this.<\/p>\n

      The current role of public health services as predominantly facilitators of research, while a significant contribution, should not preclude increased activity towards achieving the primary objective of research activity within the public health service, namely: \u201c…the advancement of knowledge that ultimately aims to improve consumer and patient health outcomes and\/or health system performance.\u201d As subsequent phases of the TTR costing studies progress, maintaining a focus on the primary objective of research activity will be important.<\/p>\n

      Intellectual leadership in research is critical to the innovations in health services and improvements in patient outcomes. Partnering with universities to integrate health and medical research leadership can enhance both research capacity and outputs related to achieving the primary objective of research activity within public health services. 凯时真人网址 further recommends that funding, and eventually, pricing for TTR supports such connections.\u00a0<\/strong><\/p>\n

      Section 11: Pricing and Funding for Safety and Quality<\/h3>\n

      凯时真人网址 recognises the importance of safety and quality as fundamental to health care and commends the inclusion of this area in IHPA\u2019s pricing work.         National education research framework<\/h2>\n

        凯时真人网址 welcomes the prospect of a new education research framework that could provide a more holistic and cohesive approach to address gaps and weaknesses in the education research system. Sustained national leadership and a program of continuous improvement is needed to deliver the best evidence-based education system. However, this must not come at the expense of other areas of the research system.<\/p>\n

        The research system is already under considerable strain. The inadequate support for the indirect costs of research has consistently been recognised as a serious weakness of the Australian research system. The indirect costs of research are real, substantial and ongoing. They include a range of engagement and outreach activities that are fundamental to the success of university research delivering improved education outcomes. The benefits of new research priorities and governance arrangements in education research will not be fully realised if there is no recognition of the additional costs arising from this work.<\/p>\n

        Safeguarding a broad base of research and innovation capability ensures we can address our unique national challenges. Building capacity and capability for a world-class, evidence-driven education system requires long-term, strategic investment and resourcing in areas and disciplines that will deliver the most impact.<\/p>\n

        The proposal for an independent body responsible for \u2018bottom-up\u2019 evaluative research represents a significant change to the research system and its implementation will require careful consideration to maximise the benefits for all Australians. Australia\u2019s education system would benefit from a concerted effort to create research-intensive environments, at scale, that are capable of harnessing expertise across the domains of research, policy and practice. However, consultation will be necessary to ensure that development of an independent body and national framework for education research achieves the objectives outlined by the Commission.<\/p>\n

        What is meant by high-quality education research must not be restricted to randomised trials. 凯时真人网址\u2019s members have raised questions about the effectiveness of this as a standard for education research, given its adoption in the US and UK has had mixed results. It is essential that Australia maintains its capacity for new, emerging and innovative research approaches and keeps pace with international research developments in education. 凯时真人网址 has strong reservations about reducing funding for types of education research currently funded through the Australian Research Council (ARC).<\/p>\n

        Care should be taken that existing linkages, infrastructure, expertise and support systems from the broader research system are drawn on. In particular, we strongly support the Commission\u2019s recommendation that education research decisions are supported through a transparent, rigorous and peer-reviewed process. Substantial peer review and grant management capabilities already exist within the ARC. Where possible, the capabilities of existing organisations and governments should be leveraged.<\/p>\n

        凯时真人网址 supports the Commission\u2019s focus on translating research into policy and practice. This is an important area that has not received enough focus in Australia. Leadership and support from all levels of government can assist in galvanising policy departments and education providers to become active partners in research. Education providers have a key role in identifying critical research questions and gaps in the evidence base, and in facilitating the translation of research. In other countries, and in other areas of research in Australia, there is a dedicated funding stream for the translation of research into policies and practice. Education research would benefit from the same support. It is essential that our efforts to build high-quality evidence is supplemented with a focus on developing a skilled workforce and ensuring that appropriate infrastructure is in place to support the use of research.<\/p>\n

         <\/p>\n

        Unique student identifier<\/h2>\n

        凯时真人网址 strongly supports the introduction of a national unique student identifier (USI). A nationally consistent USI approach would allow researchers, governments and education providers to more readily share data and information across the primary, secondary and tertiary education sectors.<\/p>\n

        The Australian economy will require 2.1 million more university graduates by 2025 than were needed in 2015, and an additional 1.7 million skilled workers to replace those exiting the workforce as the population ages. \u00a0Building such a well-educated and digitally literate workforce will require a pipeline of students aiming and prepared for higher education, including targeted efforts to lift the level of participation in higher education by underrepresented groups.<\/p>\n

        Universities\u2019 community outreach and engagement programs aim to build awareness of and aspirations for further education opportunities within underrepresented groups. Such programs commonly focus on schools and school-aged children and are critical to achieving long-term, sustainable improvement in participation rates. However, the impact of these programs is often difficult to assess since the students involved can take any number of future paths and thus can become easily \u2018lost\u2019 by the university undertaking the program.<\/p>\n

        A USI that would enable improved tracking of students would allow universities and governments to better evaluate outreach programs\u2014which typically feature long time frames between first engagement and graduation\u2014and provide more targeted interventions across the primary, secondary and tertiary education sectors. More generally, the USI will enable the development of a comprehensive picture of student movement between jurisdictions and between schools, universities and VET providers, all of which will greatly assist policy development and efficient allocation of support funding.<\/p>\n

        A USI that covers children in early childhood education and care (ECEC) would provide a more comprehensive record and greater efficiency, noting the Commission\u2019s concerns about the costs of extending a USI approach to ECEC. A simplified and streamlined approach to student identification would reduce the complexities and costs of collecting and retaining data over time, and the cost of developing a USI may be offset by future efficiency and productivity gains.<\/p>\n

         <\/p>\n

        Access to education data<\/h2>\n

        凯时真人网址 supports the Commission\u2019s recommendations for legal and regulatory reform to better harness the value of our national education data. Our capacity to better use our data depends on our ability to simplify access for researchers. Australia is a world leader in developing innovative methods to link and integrate data in the research sector. Current privacy and confidentiality arrangements for public sector data have not kept pace with maturing tools and techniques to manage confidentiality. There are new ways to transform data to protect people\u2019s privacy and still make pertinent information available for use.<\/p>\n

        Differing requirements for access to data between government agencies can add another layer of complexity when research spans across areas. There would be numerous benefits in harmonising privacy and security legislation across jurisdictions and agencies, and in developing governance arrangements and systems that would facilitate linking data from different areas including uniform recognition of ethics approvals. Teacher workforce data, for example, is needed to assist decision-makers in universities, schools, communities and government plan for teacher training and identify specialisations in demand. Variability of state and territory data collection limits our capacity to undertake both short and long-term national workforce planning.<\/p>\n

        This is a critical issue for all sectors and is currently being considered in detail by the Commission\u2019s Inquiry into Data Availability and Use. 凯时真人网址\u2019s 提交 to the inquiry outlines a number of critical elements that are needed to support data linking and optimise the use of data for research and policy-making for the education sector and more broadly.<\/p>\n

        Broader research system issues<\/h3>\n

        The policy settings and framework for education research must not be considered in isolation from the broader research system. A strong national education evidence base relies on having a high-performing research system more generally. There are clear benefits in taking a whole-of-system approach to cross-sectoral issues such as research training and data infrastructure. It is crucial that any changes to the education research framework is placed in the broader context of the research ecosystem, and leverages the significant work being done across a range of reviews and reports.<\/p>\n

        Review of Australia\u2019s research training system<\/p>\n

        The recent review of Australia\u2019s research training system by the Australian Council of Learned Academies (ACOLA) is highly relevant to the Commission\u2019s recommendation to build Australia\u2019s education researcher capacity. Researchers across all disciplines must be equipped with the skills for data analysis, procedures and methods in an increasingly data-driven research environment.<\/p>\n

        Our current research training system could do more to develop education researchers with high-level data skills, particularly in relation to undertaking data analysis within policy-intense settings, using emerging item and scaling techniques, applying growth modelling techniques and in using data management tools. There is scope to consider both training in education-specific technical skills and general digital literacy as part of the Government\u2019s and sector\u2019s response to the ACOLA review.<\/p>\n

        Increasing the number of employees with research and data skills in policy-making agencies and education providers is critical if we are to develop an evidence-based and data-oriented education system. The recruitment of skilled research graduates is one of the most important mechanisms used by industry to access the benefits of research.<\/p>\n

        Unlike most countries, the majority of Australian researchers are employed in the higher education sector. It is of vital importance that our research system provides the flexible learning options and skills needed to ensure graduates can succeed both in and out of academia. The recently announced changes to the funding for research training could reduce barriers for potential students already working in government or industry to complete a PhD part-time and improve their data and analytical skills. 凯时真人网址 welcomes the Government\u2019s commitment of $28.2 million to expand the Australian Mathematical Sciences Institute PhD internship program. It is essential that the program supports closer linkages between researchers, policy makers and education providers as well as commercial businesses and STEM disciplines.<\/p>\n

        National Research Infrastructure Roadmap<\/h3>\n

        The 2016 National Research Infrastructure Roadmap currently underway provides a timely opportunity to ensure Australia has the necessary infrastructure and services needed to provide access, link and analyse data, and promote stronger linkages between researchers, policy-makers and providers. Investing in collaborative, national research infrastructure that has purchase beyond any one sector is a more pragmatic and effective solution than the Commission\u2019s proposed online metadata repository for education datasets modelled on the Australian Institute of Health and Welfare\u2019s METeOR.<\/p>\n

        The principles underpinning the National Collaborative Research Infrastructure Scheme (NCRIS) and the Roadmap, as detailed in 凯时真人网址\u2019s 提交, should be considered further by the Commission as a basis for recommendations regarding education research infrastructure. Major national infrastructure should serve a broad user base, independent of institutional or disciplinary groups. This approach maximises the impact of every dollar invested and enables yet unimagined connections to be drawn across datasets, platforms and sectors. Education providers, businesses, industry often face an additional barrier of visibility of research infrastructure. However, extra guidance or information will need to be provided to ensure consistency in calculating hours worked and conversion to FTE staff in different types of organisations.<\/p>\n

      Australian universities currently provide information on FTE staff to the Department of Education and Training through the Higher Education Information Management System (HEIMS). The HEIMSHELP website provides guidance to assist universities in calculating FTE for a full year of staff members employed under casual work contracts.<\/p>\n

      2. Assisting charities to update their responsible persons as part of the AIS<\/h3>\n

      6. Improving the question about a charity\u2019s beneficiaries<\/h3>\n

      凯时真人网址 supports accreditation and has itself worked with Professions Australia (PA) to develop joint Principles for Professional Accreditation to streamline and improve consistency in the professional accreditation of university coursesii,1. 凯时真人网址 believes that, at its best, accreditation provides a valuable mechanism for protecting the interests of the general public (the primary focus of NRAS), students, education providers and employers by ensuring that educational programs are delivered at a level that meets or exceeds standards developed by experts within the professions iii. It enables continuous quality improvement, brings professional knowledge to university teaching practices, assists in the consistent delivery of competent and appropriately skilled health professionals and provides a pathway for developing the future health workforce in line with emerging trends. Accrediting authorities under NRAS also require monitoring of graduate outcomes and benchmarking which is useful and can otherwise be difficult to achieve in a competitive environment. NRAS\u2019s connection between accreditation and national registration through AHPRA also assists in gathering health professional data to support a range of activities including workforce analysis\/planning and best practice course delivery.<\/p>\n

      At its worst, however, experiences of health professional course accreditation can be overly bureaucratic. It can duplicate assessments better or already conducted by other regulatory authorities, focus unnecessarily on process and input rather than output and outcome measures and constrain innovation regarding future workforce development. While this is not the case all the time or across all health courses, 凯时真人网址 considers that there are still some areas for improvement. These are addressed below under the three main discussion paper headings.       In placing students at the centre of considerations for improving the 透明度 of information on university entry requirements, we agree that information needs to be accurate, comprehensive, accessible and presented in a consistent format across the sector. This has become even more pressing in the more competitive operating environment created by the demand-driven system.<\/p>\n

      Greater consistency and 透明度 will improve the efficiency and effectiveness of admissions processes. Further, better informed decision-making by students could also be expected to lead to an increase in student satisfaction, retention and success.<\/p>\n

      The nature, presentation, availability and location of information should be considered from the perspective of the prospective student who will be contemplating one of the most important decisions they will make in their lives.<\/p>\n

      Less than 50 per cent of these students will be entering university directly from school, many of them will come from disadvantaged and under-privileged backgrounds, and some will have experienced some life event that may have affected the academic performance at school but not their potential to succeed at university.<\/p>\n

      大学 admissions policies, procedures and processes have evolved to take account of the increasing diversity in the make-up of the prospective student load.<\/p>\n

      Out of necessity, they have increased in their complexity. Unfortunately, they have also increased in their opacity.<\/p>\n

      Universities Australia supports measures that, without undermining the autonomy of universities, ensure students have easy access to clear, unambiguous information that is consistently presented to allow for comparisons to be made between institutions.<\/p>\n

      In this context, Universities Australia recommends that the Panel:<\/p>\n

      1. Endorses and be guided by the student-centred principle of easy access to clear, accurate and comparable information that respects university autonomy on admissions policies, procedures and practices.<\/li>\n
      2. Ensure its recommendations, through the inclusion of contextual information, reflect the contemporary, demand-driven Australian higher education system designed to supply future labour market needs (both professional and generic).<\/li>\n
      3.       Despite strong public support for a well-funded university system, the sector has faced major funding uncertainty and frequent policy change in recent years. Public investment in tertiary education has remained at around 0.8 per cent of GDP, despite the introduction of the demand driven funding system. The budgets from 2011\u201312 to 2013\u201314 included policy changes that have yielded over $1 billion a year from the sector over the forward estimates.<\/p>\n

      The uncertainty associated with a range of unlegislated policy proposals and the protracted debate on higher education is imposing unnecessary adjustment costs on universities and affecting their ability to plan in the best interests of their students. It has slowed the investment needed to improve the quality of education services, and has constrained research capability and prospects for successful collaboration, joint investment, research translation and innovation.<\/p>\n

      In\u00a0Keep it Clever: Policy Statement 2016<\/em><\/a>, Universities Australia argued strongly that resources for both teaching and research need to be sufficient, sustainable and predictable to enable universities to deliver on the expectations of students, employers, the community and governments.<\/p>\n

      Currently, this is not the case. Universities Australia acknowledges the budgetary pressures being confronted by the Government but does not accept that ongoing cuts to the level of public investment in higher education and research is in the nation\u2019s best long term interests, or consistent with the Government\u2019s ambitions for an innovation-driven future.<\/p>\n

      The Government\u2019s National 创新 and Science Agenda (NISA) is a positive step forward in providing the necessary policy architecture for enabling Australia to evolve into a globally significant innovative nation. The modest level of funding provided to support the NISA represented a welcome and prudent investment in Australia\u2019s future productivity and prosperity.<\/p>\n

      The current debate on higher education policy would greatly benefit from an injection of the same longer-term, whole-of-government aspirational thinking that led to, and underpinned, the development of the NISA.<\/p>\n

      Universities comprise the social, cultural, intellectual and ideas infrastructure upon which Australia\u2019s wealth creation, and position in the world, depends and are critical to positioning Australia for long-term and enduring success.<\/p>\n

Adjustments to university research funding and the introduction of a new impact and engagement assessment announced in the NISA convey a strong expectation that universities should do more to reach out to industry and other end-users in the collaborative effort needed to drive national innovation.<\/p>\n

      These changes to the \u2018supply side\u2019 of the collaborative effort, however, must be complemented by commensurate \u2018demand side\u2019 incentives to encourage industry to become active partners in the national research and innovation effort. Government policy, particularly through the design of the Research and Development (R&D) Tax Incentive, has an important role to play in serving as a catalyst for change.<\/p>\n

      In Australia the R&D税收激励 is the principal form of support for business innovation. Despite an annual cost of almost $3 billion in revenue foregone, Australia continues to lag behind comparable countries on indicators of business innovation.<\/p>\n

      As highlighted in the R&D税收激励 Review Issues Paper (the issues paper), legitimate concerns have been expressed about the level of \u2018additionality\u2019 and \u2018spillover\u2019 that the measure delivers. Universities Australia welcomes the review\u2019s focus on improving the effectiveness and integrity of the R&D税收激励.<\/p>\n

      Universities Australia supports the introduction of reforms to ensure the incentive is supporting the aims of the NISA to stimulate world-leading innovation and greater collaboration between industry and research organisations.<\/p>\n

      Universities Australia encourages the reviewers to also consider the case for supplementing the incentive with more direct and targeted measures, including competitive grants and non-financial support measures, like mentoring and network development.
